FINANCING OF PUBLIC UNIVERSITIES: CONSIDERATIONS FROM THE PUBLIC ADMINISTRATION FOR ZONE 3 IN ECUADOR

The study identifies the determinants of funding received by public universities in zone 3 in Ecuador. The opinions of public officials responsible for resource management in the five universities are analyzed. In addition, the relationship between the executed budget and institutional variables (2015-2020) is estimated through panel data. Using the Hausman test, the selected model was a generalized least square fixed effects model. The results show a direct relationship between the number of teachers, scientific articles, careers, being the only institution in the province and the budget. There is consensus on the need to evaluate the allocation indicators and the budgetary restrictions experienced.
