BEYOND POVERTY. PUBLIC POLICY PROPOSALS TO IMPROVE POPULATION WELLBEING

Since time immemorial, government assistance is a key responsibility, however, in countries such as Ecuador this has been a utopia, and not necessarily because of corruption or lack of government budget, but because the authorities do not establish public policies to address the different phenomena and problems, for example, poverty of a conjunctural and not structural nature. In this sense, based on a focal study in the city of Loja-Ecuador, the rural and urban population living in extreme poverty was involved to identify problems affecting their welfare and help them through the construction of public policies. It was shown that being poor is not synonymous with lack of income, and that any state aid does not necessarily have to be monetary.
