This article is a critical reflection on the conception and implications of quality, maintaining the thesis that affirms it as an abstract and ambiguous legal principle, with limitations that are uniquely concrete. Based on the legal framework in Ecuador, tensions are defined between management and law, with an emphasis on the academic accommodation of administrative principles in the legal world. It is concluded that quality is a mandate that involves the obligatory fulfillment by the administrations, defining efficiency and effectiveness as consubstantial to materialize it in the public function and thus satisfy the needs of the citizens; however, the measurement of its scope and consequent guarantee is still incipient in administrative law.
